Torrents site are blocked in many parts of world. DoT ( Indian Government Agency ) is also follow same decision. Torrents sites like kickass, piratebay, ahashare and many more are blocked. Dot give orders to internet service providers to block them. Airtel and some other also blocked already. 

But,We have solution here. You can use proxy servers.
